Yes they do, but they are hard to find. I've found ones for 24 x 24 diffusers, but can't find one for a 48 x 4 inch diffuser!

The flashing amber light on a Dell PC means there is a power problem between your power supply and motherboard. Chances are its the power supply, but it could be the motherboard too. Typically this will happen when the PC is put under high-heat, bad ventilation, or dirty/dusty vents.
The statement about physically protecting your computer that is false is "data line surges can be blocked by using a computer sound". Statements that are true include that it is best to unplug your computer during a storm and placing your computer in such a position that the fan's input vents are not blocked is important.
Use compressed air or an anti static vacuum to remove dust form the power supply, the vents over the entire computer, and the processor heat sink. If you have a laptop, I would recommend getting yourself a cooling pad with built in fans. I got mine on eBay for fairly inexpensive and it works wonders.
Cool air falls toward the floor. Deflectors shouldn't be necessary unless the vent is behind a curtain or something, or if you want to deflect the cool air toward your easy chair.
There may be something blocking the deflectors from sending air up there.

When you say "exhaust vents in your ceiling" I assume you are referriong to the heating and AC vents inside your house and not the roof vent on the outside used to vent the attic. It is most likely that the duct work was ran in the ceiling for ease of installtion or the house may be built on a slab and they did not want to run the duct work through the slab.
The purpose of Ceiling Vents is to provide Ventilation in a room where it may be necessary, such as a Science Lab. Because gases generally rise (as they are hotter than the air and so less dense), they can escape out of the ceiling vents without causing any harm to people inside the science lab. They can also be used to help deal with a fire.
Heating vents should be located near the floor since hot air rises. If the heating vents are located near the ceiling the heat would stay there and not warm the room.
Having the ceiling fan blow upwards will circulate the heat through the entire room.

Does not matter. Air will displace naturally when pushed into a room from the vent. Vents and ducting are laid out according to the plans of the unit. That is the only reason for top vents and bottom vents. If you are speaking of the intakes, the same principal applies.
