People began to commonly use the internet with the introduction of Windows 95 in 1995.
There was some demand for internet access in 1993 and 1994, which lead to the introduction of Windows 95. But Windows 3.11 was able to connect to the Internet via the "Winsock" programmes. These early programs were very difficult to use, and not for those who were unadventurous. Windows 95 was an operating system that was built with the internet in mind, contradicting earlier versions of Windows that were not friendly with the internet.
Electronic mail had also been in common use for some time before 1995 via services, such as CompuServe.
Arpanet started in the 1960's. I started using the Internet in the beginning of the 1990's. The origins of the Internet reach back to the 1960s when the United States funded research projects of its military agencies to build robust, fault-tolerant and distributed computer networks. This research and a period of civilian funding of a new U.S. backbone by the National Science Foundation spawned worldwide participation in the development of new networking technologies and led to the commercialization of an international network in the mid 1990s, and resulted in the following popularization of countless applications in virtually every aspect of modern human life. As of 2009, an estimated quarter of Earth's population uses the services of the Internet.

The Internet could be used for communication in many different ways. For example, email messages are sent over the internet. When people make websites, that is using the internet to communicate information to the readers. The internet can also be used for instant messaging (texting) or even Voice over Internet Provider (VoIP) which allows live video/audio conversations with people across the internet at other computers or even telephones.
I dont think so many people use the dial up internet service, beacause now a days high speed internet and the dial up internet dosent have that much price differance . According to me very few migh have the dial up internet service. There are people in rural areas who have no other option other than satellite if they don't want dialup. So,in view of that fact, dialup is their only option until fiber optic cable is installed.
