If the sleeve on the lamp is quartz, it could / might make ozone. If the sleeve is a more common glass, it will make little or no ozone. A hint as to what this clear stuff is, might be if they provided precautions for handling it and cleaning it.
When i found wisp's lamp it was a Thursday, 4th of November 2010 it was really random so all you have to do is just look around most days to have more of a chance of meeting wisp (i found the lamp next to a random tree which was in a wide space near a rock) i hope i helped from Alexandra who likes helping people :)
