If you are talking about the OSD of the monitor itself then you use your navigation buttons on your monitor to exit the OSD itself.
If you're talking about the toolbar at the bottom of Windows then right click on it and check unlock and then you can click on the top of it and drag it down, to bring it back up just point to the little part sticking out and then drag it back up.
Or you can press F11 while you're in your web browser to get rid of it (Note* this only works in Web Browsers that I'm aware of.) To view the toolbar while in Fullscreen simply point your cursor to where the toolbar should be and it'll pop up. Simply press F11 to restore it back to normal.
to make the bar appear you go to the bottom, then it will slide up. then you right click and press properties. then in the properties screen you are going to want to uncheck the 'auto hide the taskbar/start bar.
