There are heaters at the ends of the bulb that vaporizes the mercury to allow the light to be produced ( the fluorescence on the inside of the bulb is what actually glows). If the bulb is cold you do not get the ionization of the mercury to cause the fluorescent powder inside the bulb to glow, or it just glows a small amount.
