I'm going to assume you mean computer network.

The first thing you need is multiple computers.

You can have a small network of computers all connected to the same router and set up to share with each other.

If you want to get bigger you need at least one server with server OS installed.

There is of course the various routers needed and usually an internet connection controlled by the server.
