It's some type of radio transmitter . I think its called U.S Handicapper General.

In Winston's trip to the Ministry of Love he if placed upon the "shock bed" where O'Brian uses electrical impulses to brainwash Winston into confession to crimes he didn't commit. Technology is very effective to "The Trinity" and his will.
