Sumo paint would be a good one. its not necessarily a manga website, but has all different types of drawings. sumo paint has its own drawing application too! Another good one is deviantart.

You will notice that the Auto CAD drawing screen has many parts to it and can be somewhat confusing at first. There is a bar on the top of the screen which is a standard Windows feature. This identifies the fact that the program running in the "window" is AutoCAD and lists the name of the current drawing. If you have not saved the drawing yet, AutoCAD simply calls it "Drawing".

There are a lot of websites which teach online drawing lessons. Recently, the government has announced that it will pay for the fees of the online drawing lessons. So, you don't need to pay anything for studies except registration in these websites to start your studies.
