You'll have to call your network provider for a PUC (Phone Unlock Code)
This is a separate code from your own password which allows the network to 're-set' your handset. It's common across all networks and handsets.
Your network provider will explain exactly what to do - HOWEVER - they may charge for the service as it's 'self-inflicted' - rather than an actual fault.

If you mean: What do you do if you make an apple ID and when you try to log in and it says its a wrong password, then you should probably make an E-Mail to apple and say you forgot your password. They'd help. The reason this is happening is most likely because you might have had a misspelling in your password when you created your account, and you have learned eventually to spell it correctly, or that you haven't realized you've spelled it wrong. I'd advise you to (when you are making passwords) look at your fingers or type slower to avoid these problems. I hope this helped. If you haven't uploaded any money from gift cards or songs yet (if you just made the account), you could just make a new account. But, if none of this helped at all, well, ur screwd.
If you are looking for an unlocked phone, most people purchase them from stores like Best Buy. However, if you have a phone like the older model IPhone's, there are websites that you can access to unlock it. (Legality may be an issue)

Your iPod can disable itself if you enter the wrong password too many times. you just have to wait the required amount of time (will be shown on screen) and then it will allow you to re-enter your password.
the only thing you can do is type in the wrong one ten times then the phone will delete everything and go back to factory settings

I don't understand your question. The first answer that comes to mind is to enter the correct password, but surly that's not what you meant. If you mean you entered the wrong password so many times it locked you out, but you now think you know the password, you can try removing power and restarting. If these weren't what you meant try re-asking your question.
