A treatment, whether it's for an animation or any other kind of film, is a write-up of the story to be told, in an abbreviated form. It typically follows somewhere between scene cards and the first draft of the screenplay. It's longer and more detailed than an outline and may include details outside of the story (such as camera directions). It's similar to a short story but told in the present tense.
