Then governments would be in charge of it. Someone has to organize the internet or else we'd have several people trying to use the same IP address. Only one can use any one IP address. If people tried to make their own there's be fights, and possibly legal battles over the IP addresses.

The Internet has saved lives many different ways. One, a woman's uncle had a blog and was going through a stressful time. Well, this woman logged onto to his blog to talk to him and saw he'd just recently put a suicide note on it! His niece called the police and told them what she had discovered and sent them to his house. They arrived just in time. He had just taken an entire bottle of medication that would have killed him, if the police hadn't arrived when they did and taken him to the hospital. This is a true story and hopefully will not happen again.
