Some are also 'turned off' at the hub, so cannot be activated without being switched on by the cable provider. Most digital cable TV and Internet work this way. So if you're asking to steal cable, you almost can't. If you're trying to save money on an installation, it may be possible, but cable companies will often also make this a non-option.

BIOS routines are generally inefficient, so modern OSs have their own hardware routines and depend on drivers. Some of the devices the BIOS initializes are obsolete. Some BIOSes still have the initial types of bugs from the PC-XT days. BIOS EEPROMS can be overwritten or destroyed by users when updating the BIOS. Theoretically, they could become virus infected or overwritten by viruses, but they are not as vulnerable to this these days. EFI is a new standard to help get past of some of the limitations of the traditional ROM-BIOS.
