Most computer made in the last 10 years or so have a temperature sensor which prevents the processor from being damaged by overheating.

In these cases, when the processor overheats the system will restart.

In cases where the processor does not have an overheat protection system the CPU can be damaged. This usually renders the computer completely inoperative, not even able to complete the POST (power on self test) process. In laymans terms, youll turn the machine on, youll hear the fans & disks spin, but nothing will appear on screen.

It is important to note that a fried CPU is not the ONLY issue which could cause those symptoms, and that a mildly cooked CPU can have other effects, your milage may vary.
