I believe you are referring to a snare drum.
Most concert style snare drums have coils of wire stretched across the bottom skin. These wires are called "chains" and can effect the sound the snare drum makes depending on how tight or loose they are against the skin of the drum.

Laser printers work by placing toner on an elecrically charged rotating drum and then depositing the toner on paper as the paper moves through the system at the same speed as the drum is turning. The negatively charged toner is more negative than the -100 V charge on the drum surface but less negative than the -600 V. The toner is attracted to the -100 V area of the drum because the -100 is more positive than the toner is; the toner is repelled from the -600 V part of the drum because it is more negative than the toner is.The electric charge at each point on the drum surface. This in turn is determined by the amount of light received by each point on the drum. The process begins by charging the entire drum surface. The image to be copied is then projected onto the drum.

snare drum
It is called a snare drum because it has wires going across the center of the drum, underneath, when the drum is struck, it uses the metal wires to create a "sizzle" or "rattle" sound. This gives it the distinct sound that a snare drum has. And some people will just call a snare drum a snare for short.
The tightly stretched surface (membrane) of a drum vibrates.
A roto-tom is a shell-less drum consisting of a drum hoop, a threaded metal axle two metal baskets and lugs. To tune the drum, one only has to turn the drum clockwise to raise the pitch, or counter clockwise to lower it. Roto-toms usually come mounted to a rail mounting system that is mounted to a axillary percussion stand. The metal baskets are stacked one on top of the other. One basket has a threaded hole that the metal axle passes through while the other is solid in the middle and smaller in diameter. The drum head is stretched by the solid basket as the axle is turned tightening it against the head.
