Well, it largely depends on your skills as a user. If you have grown accustomed to either program set then I would say stay where you are, but if you are choosing between the two to start learning I would say jump to 2007.
Both are easy to use, both tend to hide the features a little here and there, but most of the highly used features are at your fingertips in 2007.

You really shouldn't replace Microsoft 2007 with 2003 ESPECIALLY if you have to buy 2003 because I have worked on both for a very long time, and 2007 has A LOT of more features to do with pictures and add a lot more effects to pictures than 2003. It has more to do with adding objects, adding text boxes, and even some more text options. The 2007 version has pretty much everything the 2003 version has and more. Most people on the internet say you cannot take the white out of a picture, it is not true, and that causes the shift from 2007 to 2003. 2007 is able to do that, but it is sort of hidden. If you take the time to play around with it, you will see how 2007 has all the features of 2003 and then some. You shouldn't replace it, though contrary to popular belief, it is very good but takes some time to figure out all the bells and whistles.

Yes, for the most part the two are compatible, however Access 2007 creates a new type of database format (ACCDB) that Access 2003 cannot read (it uses MDB). There are some new features in Access 2007 that 2003 does not have (obviously), but if you're using a database that's formatting for 2000 or 2003, then Access 2007 can work with it seamlessly.
