If the question is meant: Can I share the internet acess of one single computer with other computers (without a router)? The question is yes, you can. It is called a ad-hoc network. Windows XP and Vista even provide Wizards under Network Conections in Control Panel to establish such a network. You will need to have LAN capabilities on both computers as well as a network crossover cable.
