The LCD display is damaged. The cheapest solution would be to buy a replacement screen and install it yourself, expect to spend around $100 on the replacement part, for some models could be even less. Here is good tutorial on how to select a right LCD replacement
If the white spot is kind of flickery, with blue and red and green and black mixed into it, then it is probably pixel burn. I had the same problem just a little while ago, and I wanted to share how I fixed it. There are many ways, actually.
1. As the website I looked on said, gently massage the area of the screen where it's white (and other colors). Press hard enough, but not too hard. (Trust me, this worked.)
Here is the site, for more solutions:

If it's not flickery, you should probably go to the store and have your screen checked out.

The Toshiba Satellite L350-170 has an ExpressCard slot on the left hand side. To find it, if you are looking at your laptop normally, from a standard angle, turn the laptop chassis a full 90° to the right, so that the screen is perpendicular to you on the left side. You will then see the ExpressCard slot on the right hand side of this view. There are no other memory card slots on this laptop. No problem, If your phone has been damaged by water. Put your phone in sunlight for 2 or 3 hours, but make sure your phone's screen should not be to face of sun, because sunlight can damage screen's colors. Put that by backside to face of sun. Sunlight will dry the water. Then after 3 or 5 hours try to turn on it, If it is working then enjoy with that. I am sure it will work because it is my personal experience. If it is not working then I will suggest you that see your phone to a mobile engineer. He will dry the water by electric bulb or his instruments. But you don't try electric bulb, it can be harmful for your phone and you also. Hope this help, Saqib
If your laptop has a power button which can be accessed without opening the lid, just press the button. However most laptops these days have the power button under the lid (to keep you from accidentally turning it on in the bag) in which case, youll just have to open the lid.

Turn off whole laptop. unwire it You can close the lid, but then it will turn the laptop off, and you can lose any unsaved work. It will also have to go through a re-boot when you turn it back on. The only sure way (without losing any data) is to click on the "X" on the top right of the screen to close everything down until you are left with your main screen, then, shut it down.
