A relative cell reference is one that changes when a formula is copied. It has no dollar symbols in it. There are 3 types of cell reference: Relative, Mixed and Absolute.

B3 is a relative reference. $B3 or B$3 are mixed references. $B$3 is an absolute reference.
Relative cell references change, but the cell itself does not change.

It doesn't matter if it's relative or absolute until you need to copy it, which you will probably need to do if your spreadsheet has more than one row. Usually when you have an equation in your file it is copied to fill an entire column so that a result is calculated for each row's data.

A relative reference is a cell address that can automatically change relative to the cell's location. If you have a formula =A1+A2 and copy that Formula One cell to the right, it will automatically change to =B1+B2, because the cells change relative to where they are moved.
