Either do you install an operating system or create a partition. I don't know what do you mean with configuration of a hard drive. Is it a new one?
you can format your drive from DOS, but once you do that you wont have an operating system and your computer will be useless.
If your Windows operating system is not installed on drive C, you can simply format using the inbuilt formatting tool. Otherwise, you need to boot your computer using an operating system on different drive to format C.
If you want to format a hard drive where Os was installed there is no way how you can do. It's actually impossible.

I'm not sure what you mean. But if you mean that you want to format a hard drive or partion which is not a system file disk/partion. Then it's really easy to do. Start My Computer, right click on the hard drive/partion which you want to format and choose format, then choose file system which you prefer to format, and press ok/start.

There is no uninstaller for an operating system. To remove an OS, simply format the partition that holds the operating system. If you use a boot manager to choose between different operating systems the software should automatically detect missing operating systems for you.
