I wouldn't say they are better (the free ones that is), but you can try Video Spin or Video Pad as an alternative to Windows Movie Maker. Other than that, you might have to invest a bit of money for other video editing software applications such as Sony Vegas, Magix Movie Edit Pro, etc.
None of them do. Windows Movie Maker programs do not come with integrated clips/clipart, etc.
