I'm not experienced with other things, but pretty sure Chromebook is still a PC. Yes, it can download mods, like regular PCs.
Sadly, you cannot, I was wondering the same thing so I bought a Samsung Chromebook and Minecraft doesn't run since the Chrome OS doesnt support Java. However, if you are willing to get your hands dirty with developer mode, you can install Crouton and then play Minecraft there. Search Youtube for "How To Install Minecraft on a Chromebook" for example. This may not work very well on ARM CPU based Chromebooks such as the Samsung Series 3. If you have an Intel Chromebook, it should be a little easier.

No, a Samsung smartphone can not run Minecraft, because it is a phone. It isn't powerful enough to run such complex and hardware-taxing code.
Short answer, no. You can run a few versions of Linux as chroot environments on a Chromebook, but you cannot erase the ChromeOS system and install Linux natively.
