The straight and simple answer is no. Laptops are not akin to desktops in which they can be upgraded as one wishes. The integrated graphics in your Toshiba is the best you will get from that machine internally. The only other option you have is an external video adapter which attaches through USB but you will not get high-performance graphics out of that to a level at which you can play a game, for example. If you want a gaming laptop, then you need to get a gaming laptop.
Mini Notebook NB505-N508BL so far is the best. It is not so expensive and it has Genuine Windows 7 Starter (32-bit) and Intel Integrated Graphics. That is my choice.

Well i dont have much information about the laptop but most likely yes. You dont have an amazing graphics card, but the sims 3 is not a very graphics intensive game and just about any graphics card will play it.
