Elements is a photograph software I think you are looking for After effects in which case there are hundreds of tutorials on Google video search and YouTube.
If you insist on elements, you could use a program that exports the video in an image sequence and edit each picture with the effect and then recompile in another program, but this would take close to a thousand times longer...
