If your chatting with another iPad, IPod or iPhone user that has a camera on that device you can use FaceTime for this. Other apps to use are Skype and Tango if you want to chat with someone that is using a webcam on their computer, typically a Windows PC. I'm not familiar with Mac's or MacBooks so I am not sure how those work.
iChat uses the AIM network so a Windows user with an AIM account (See links below) will be able to contact a Mac user with iChat.
