make a new notepad & type
"command.com" without quotes
then save as cmd.bat & in the type select all files not text remember.
after that double lick on the cmd.bat & it works fine.
If i am getting your question, in a PC safe mode is when you boot your PC with some drivers and other programs disabled. So with command prompt it must mean that you use a command prompt instead of a graphical user interface
If you need command prompt go to notepad and type "Command.com" (Without the double quotes of course) Save it as a .bat file OR Go to start menu and type run in the search bar and in run type CMD
