If i am getting your question, in a PC safe mode is when you boot your PC with some drivers and other programs disabled. So with command prompt it must mean that you use a command prompt instead of a graphical user interface
Safe mode with command prompt option is totally depends on DOS shell, hence there is no need for separate command prompt..

safe mode does not load all the drivers - if your sound card driver was faulty and you tried to use safe mode then if it loaded this driver then any problems would remain. The only way I know of to get sound in safe mode is to manually load the sound card driver with the command prompt

On startup press and hold f8 and select safe mode...now go to run and type cmd it opens command prompt just type " graphics mode " cmd askes you do you want to activate graphics...reply with " y " and press enter!
