Process of elimination.
Something is keeping that computer from doing its job, some part of it is broken or has come loose, here is what you do to find out which.
Pull them out. One by one until it does beep, or gives you video.
So with the machine unplugged, open it up and unplug the hard drive. Now plug it in and give it a go. Still no video, no beeps? Well it wasn't the hard disk then. Unplug it and go in and plug the hard disk back in & try pulling out some RAM. Still no video no beeps? Put the RAM back in & try the video card.
Keep going this way, removing a piece, trying the computer, and putting it back in until you find some piece somewhere which makes it behave differently. Chances are at some point you will start getting video and/or beeps and you'll know who the culprit was.

You can assume the problem is with the processor, the BIOS, or the motherboard.

You can find out what the beeps signify by how many beeps and pauses etc occur. Simply determine the amount of beeps and pauses, with manufacturer company and google the rest. You shall find the exact hardware issue.
When starting up a computer the series of beeps determining whether the computer is functioning to standard or if there is a problem. The length and spacing of the beeps will determine which part of the computer is not functioning to standard. When in any software, if data needs validation, it will pop up with an error box.
There are many reasons, mine for example beeps when I lock/unlock the car with the remote key fob, it beeps if I switch of the engine and the lights are still on, it beeps when I reverse toward something solid, they are all warnings, if you need a better answer be more specific with your question.
Usually it means its picking up a signal on the specified band.

Not a good sign! If the machine produces beeps, then you can note down how many beeps it produces and try searching for that number of beeps and bios (for example, if there are 3 beeps try searching for 3 beeps bios). The BIOS produces beeps if it can't boot the PC.If there is literally no response (no lights and no sound), it's probable that the power has failed; try a different power lead and different mains socket. If it isn't the lead and the power socket works, then the PSU in the PC has probably failed and will need to be replaced.
The physical memory (RAM) is not being initialized.
