The first version of Photoshop appeared in 1988 prior to the rights being purchased by Adobe who released their first version in 1990. Early versions were all for the Macintosh computers; a Windows version followed in 1992.
To the best of my knowledge most computers do not come with adobe photoshop already installed on them. You can go to Staples or office max to purchase it.

It can only be activated on two computers. A third install will not activate unless you deactivate one of the other installs. Google "Adobe Photoshop Express", "GIMP" or "Paint.NET" all of which are free and don't use Adobe's draconian and invasive DRM.
Open Photoshop, open your picture in Photoshop from File>Open, then start making changes. Of course if you are unfamiliar with Photoshop, you may want to learn the basics first.
