Adobe Premiere is for just cutting and adding low graded effects.
After Effects is for more hardcore and visual effects you have a much more fluid workflow and have control in 2D and 3D perspective.

You can't. Final Cut and After Effects have their own proprietary file types. It only works with After Effects and Premiere because the were both created by the same company and specifically designed to be compatible.
