You need to clarify your question - it will restart when you turn the laptop on, but you may have to reload the operating system to get the computer to work.

In most cases, no you would not have to restart your computer after backing it up. A backup is just an extra copy of your data that your computer stores in another location. That way, if your computer has problems or your data is deleted you can restore the backup to retrieve your data. Creating a backup file does not require you to restart your computer, since all the computer is doing is copying your data to another location.
Most likely the hard drive is damaged and you'll need a new one. There should be proprietary hard drive diagnostics available since scandisk is not a good tool for hardware diagnostics.

To reset the computer on a 1993 Ford Escort, you will need a OBD-1 scanner. Once this is obtained, you will be able to initiate a restart of the computer.

Insert the Tiger installation disc. Restart the computer while holding down the C key. This will boot the computer from the installation disc rather than the hard disc. If it does not boot from the installation disc you will need to take the computer to a repair shop to be checked. If the computer starts up from the installation disc check the hard disc with Disk Utility. (I think there is a Utilities/Tools menu from the Desktop). If the hard disc check reveals some problems Disk Utility will attempt to fix them and you can then try restarting from the hard disc normally. If there are no problems (or it still refuses to start up after fixing the hard disc) then you will need to reinstall Tiger. Choosing the Archive and Install (See links below) option will preserve all your stuff but ideally you would have a back up copy of your hard disc on an external disc.
