You can and it will load but it will tell you that there is an error because the CD is meant for Dell only. You will need an E-Machine CD to boot or have some sort of Hirens Boot CD which can be downloaded for free by Googling it by name
Most likely it is a hardware problem, to test for hardware problems without windows being installed, use a bootcd. A good one is hiren's boot cd.

master boot record isn't writtable like any folder it requires tools programmed to write the MBR. if you want to preserve your MBR you must disable access, execution of these tools. by per instance disabling cd-booting. Many bootcd have the ability to create and delete partitions that write the MBR.
if you have boot camp then yes, you can run windows. However, be warned that your mac will feel dirty afterwards and will avoid eye contact.
