My brothers pet rats used to bite but it was because they fed it treats through the cage bars! In most cases rats are very nice to humans and will not bite unless it has mental issues or if the first thing you did when getting it was feed it through the cage.

Rats can read your body language and can tell what mood your in so what you need to do is just go and pick your rat up! When entering the cage do not hesitate, just DO! even if your rat bites you. Once your rat is out of the cage, let 'em craw on your shoulder and take him for a walk :) also you can get him and let him loose on a chair with you sitting on it. Once you get to know each other out of the cage things should be fine!
