Kindle devices do not have built-in geolocation capabilities like GPS. However, they can determine your location through Wi-Fi networks when connected to the internet, which can help in providing location-specific content, such as local book recommendations or library access. Some Kindle apps on smartphones may use geolocation features, but this is not a standard feature of the Kindle e-readers themselves.
If by local, you mean, how do you get Twitter to show your location. You must be using Google Chrome, and enable geolocation via Google Gears. There are a few mobile apps that support it as well. At the moment Twitter's geolocation features are very limited.
