definition of bse
Because of carelessness. If animals that had BSE did not get into the food chain for either humans and other ruminants in the first place, and instead were burned and buried, then none of this would've happened. The USA liked to blame Canada for all the problems of "spreading the disease" when the cow that had BSE in 2003 was originally from the States in the first place. And the next thing you know, the USA is claiming that they are "BSE free." Which is a load of you-know-what.
None. It's the countries that are at risk for having BSE or CJD that you should be considered about, not whether they "have" them or not. Which is to say that all countries in the world are at risk of having BSE in with their cow herds, some much more (like third-world countries) than others (like Canada, the United Kingdom and the USA).

It seems there might be a typo or confusion in your question regarding "bse and bse." If you meant to compare two different concepts, please clarify what "bse" refers to in both instances. For example, if you're referring to "BSE" as in Bovine Spongiform Encephalopathy and "BSE" as in the Bombay Stock Exchange, they represent vastly different topics—one being a neurological disease in cattle and the other a financial market in India. Please provide more context for a precise answer.
