Yes, in 1958, the Chinese Government approved the use of a system of Romanisation called Pin Yin. Pin Yin is the way Chinese is written using western, or Roman, letters. Chinese language can be entered through a western keyboard, using software which supports Pin Yin. Google has free pinyin input software that you can find in the link below.
