Some people have found that when they open Task Manager, the tabs and taskbar have suddenly disappeared. This behavior can occur if Task Manager is running in "tiny footprint" mode. If you accidentally double-click the empty space in the border around the tabs, Task Manager switches to this mode. To switch Task Manager back to its normal display mode, just double-click the top border of the window.

When you want to run the fullscreen program you can autohide the taskbar. Do this by right clicking on the start menu button and click properties. Then go to the taskbar tab. Then check the box that says autohide taskbar. Then click ok. The taskbar should hide after a few seconds. To bring it back hover over the bottom of the screen.
right click on your computer screen and click personalize, I think you will find it easy from there.
