use LIPS Lunar ips . its easily available app
To patch an IPS file to a GBA file, you need a patching tool such as Lunar IPS or NUPS. Open the patching tool and select the IPS file as the patch and the GBA file as the target file. The tool will apply the changes from the IPS file to the GBA file, creating a new patched version. Make sure to keep a backup of the original GBA file in case you need to revert to it.
Try to hit right button on that file and if it's possible press edit . Open it with notepad and hit file>save as> all files> filename.gba Another way is just to rename it --- > filename.gba
how do you even use the ips patcher on a mac? i download them and when i open it all i get is a text edit
Download an emulator (visualboy advance), download the ips file for Pokemon brown, download the ROM its based on (i think crystal), download an ips patcher (Google it) and patch the ROM with the ips and run the resulting file in the emulator.
Make it an IPS file, then upload it to a file hoasting site.
