To access your administrative account on your desktop, first log out of your current user session. On the login screen, select your administrative account from the list of available users and enter the password if prompted. If you don't see your admin account, you may need to enable it through the Control Panel or Settings under User Accounts. Ensure you have the necessary credentials to access the administrative privileges.
When you configure User Account Control (UAC) to not dim the desktop, you are disabling the secure desktop feature. This means that when UAC prompts for permission or administrative credentials, the desktop will not switch to a secure environment where only the UAC dialog is visible. As a result, this can potentially increase security risks, as unauthorized applications could interact with the prompt or the user may be more easily distracted by other desktop activities.
When someone modifies their desktop screen on one user account, the changes made on their desktop does not show up on any other user's accounts desktop.

Just create a remote user account and change firewall settings to allow remote connection. To create a remote user account: Start->Control Panel->System->Remote->Select Remote Users... Add your account to remote users group. Your account must have a password, by default accounts with no password cannot use remote desktop, even if they have administrative features. for remote connection you also need to know a remote computer ip address or full name.
Add the shortcuts to programs while you are logged in to the account.

If it is just one extra account it is probably easiest to configure them individually by going to: Desktop Background in Windows explorer then selecting the image then "OK" or by right clicking the image and clicking "Set as Desktop Background".
