A person usually does not have to 'activate' a built in webcam. Usually, all they have to do, is have a webcam program that will open the webcam.
you go to start and there will be a searchbar down at the bottom type in hp media smart webcam or whatever webcam you have if an icon says webcam click it and it will open webcam
To turn on the webcam on an HP dv6 laptop, first ensure that the camera is not physically blocked. Then, you can usually activate it by opening an application that uses the webcam, such as the Camera app or video conferencing software. If the webcam doesn’t activate, check the device manager to ensure the camera is enabled and functioning properly. Additionally, you can look for a dedicated function key (often F3 or F4) with a camera icon to toggle the webcam on or off.

adjust my webcam
No need to activate it - just try typing «webcam» in the Start menu; it should give you the option to run the webcam application.
On the HP Pavilion Entertainment PC, the webcam is typically located at the top center of the display screen, embedded within the bezel. The button to activate or deactivate the webcam is usually found on the keyboard or as a function key (often labeled with a camera icon). Depending on the model, you may need to press the "Fn" key along with the specific function key to toggle the webcam on or off.
If you have an HP then go to HP Media Smart. Your HP should come with it. Once you bring it up you'll find the picture that says webcam. Click on it and it will bring up everything you can do with your webcam. If you don't have an HP go to My Computer and do a search for webcam. A few things will come up click on them till you find the webcam. That's how I found out about HP Media Smart.
