Comp shouldn't come into play, base is set mechanically w/eng off. There are marks on gears if you can turn engine w/wrench see if dots on gears match up, they should unless problem w/belt or chain since comp can't advance if not running.
Base timing is set to 0 deg with a scan tool. You can not do this with a timing light.

The timing on a 1997 Dodge Ram is not set with a timing light. The distributor rotor is lined up with the mark on the pick up plate when the engine is at tdc to set base timing. The timing is then fine tuned with a scan tool. The scan tool is used to set it exactly to 0 degrees.
