One way to obtain or regain the ability to purchase from App store in Canada is to reset your device. To reset : Go to settings, then tap or click on on the App store, click Apps off then log out. Once this is done log back into the App store, attempt to make a purchase, it should give a person the notice that the purchases can only be made using the Canada App store.
