If you want to change the language to default english.
Then do the following, C:-programme folder:-adobe:-adobe photoshop:-required- there is a file name tw10428.dat, change it to tw10428.bak. thats all.
Also if you cannot find this way convenient, then run a search on your computer, and try to find tw10428.dat(only in adobe photoshop folder not any other folder) and change it to tw10428.bak, and you are done it will be default languaged to english.
