This a fast trick to get you computer in DOS mode. Power off your computer then power it back on, while your computer is turning on keep pressing F8 repeatedly until you computer prompts you how you want to run. Some of your options will be run in safe mode, run in safe mode with networking, but you will select run in DOS mode. Once your in your DOS mode then you are ready to go!
There is no "DOS mode" for a hard drive, and it is not necessary to use DOS to format a hard drive. Vista's installer had a built-in partitioner and formatter.

your hard drive is most likely not formatted. read owners manual on how to format the hard drive. you will lose eerything on the hard drive when you format it.
If you want to format a hard drive where Os was installed there is no way how you can do. It's actually impossible.

If you have a PC running Windows XP or 98 have a look at the following link: http://www.bootdisk.com/pendrive.htm I have had sucess with method 2 and 4. If you need to format the USB flash drive from a PC running DOS I can not help.
I'm thinking your question is How do you reformat a hard drive? If so you can do this lots of ways it mostly depends on what windows program you are running......but all of them if you boot from the CD you should be given that choice in setup or you can format from the c:/ in dos "c:/format then follow the on screen prompts.
