You click on their username while looking at a photo of theirs. or you can look someone up based on facebook,twitter,email,contact list, or username.

You cannot look at someone's private Instagram pictures. In order to see their photos you must be friends with the person who has the pictures.

Open the app. Tap the magnifying glass icon below the screen. Then on the upper part of the screen, on a blank field, enter the username of the account you want to look at.
