Just go to VideoLan.org and download the windows version of the VLC Media Player. From there auto-install will guide you through it.
From a terminal type: sudo aptitude install vlc

Open a console/terminal, type ¨sudo apt-get install VLC¨, enter your password when he screen prompts you, then it ubuntu will get VLC and install it for you.
Download the VLC for Linux and then you have to run the setup to install the program.
1. Install synaptic package manager, if you don't already have it. 2. Find the VLC Media Player and select install. 3. During the installation, there should be a checkbox that allows you to "Download Package Files" only. 4. You can run the package files later and install offline.
VLC is a player not a format a .vlc data file will require the VLC player. The VLC player will play most formats (See links below) and can save files in another format as required.
