The tumblers in the key cylinder have most likely become stuck in the wrong position and you will have to replace the ignition key cylinder.
If the ignition key remains in the first on position the steering wheel may be stuck. Another reason can include the lock cylinder is malfunctioning.
With the key stuck in the accessory position the steering wheel is locked and the gearshift is locked in the park position. Perhaps you should consider having a locksmith change the key cylinder where it is, or else have it towed to the garage.

A key will not be released if it is not in the OFF position only. If it is any other position, the key sticks.

Place a 1/8 in. wire, pin, or small drift punch into the upper steering column shroud under the lock cylinder. if it is the ignition lock cylinder, first disconnect the battery, you need to remove the steering wheel ,turn signal switch , etc, then you need to insert the ignition key into the lock cylinder, turn it to the run position,then pull the cylinder out, reverse the operation to install the cylinder,

If you are talking about installing or removing the ignition lock cylinder I believe the key has to be in the run position.
the key has to be in the lock cylinder in the on position to access the release button. if the key is broke your only option is to drill out the tumblers in the lock cylinder and insert a flathead screwdriver to turn the cylinder as you would with key.. you can not press the release tab with out the key being in the on position. if what your saying is you have the key in the on position, pressed in the release tab but it won't eject all the way, you need to fixate something to the cylinder to pull it out. if you have a slider hammer with a threaded end you can screw that in to the cylinder and pull it out. if you don't have a slide hammer handy, you can drill a self tapper bolt in it through a small closed end wrench and yank on it till it pops out a dent pulley also works wonders decipha@murdacapital.com
this is caused by ignition lock cylinder failure, you will have to replace the ignition lock cylinder and key.
