Bios is independent of the operating system. The steps vary slightly from manufacturer to manufacturer, but the usual process is pressing the F8 key when the computer turns on. The timing is important. On an older computer you may have time to see a 'loading' screen, which may also have instructions near the very bottom or the very top of the screen telling you what button to press. An example would be, right after the computer turns on you see the Dell symbol, and near the bottom of the screen it says '[F8 to enter Setup]' or something of this nature. This will load the bios. Although, I would like to add, given the nature of the question, your understanding of bios is very poor, and unless you are directed by a professional, or are absolutely sure of what you are doing, dont make any changes to the bios.

I think you can but on your Windows 98 Computer make sure that in your BIOS the Floppy Drive is the very top one. Plus to get to the BIOS depends on your Computer.
