Depending on how you mean it, it's either some one who "uses" a Mac or a Mac that has a "User" account. When you first log into a Mac you make a "User" account so it can be separated from other people that use it, keeps them from accessing your stuff. Jane and Bob both use one Mac so Jane and Bob have there own accounts, Jane has a separate user account so Bob can't mess with Janes settings or access her other stuff.

Depends on who your Email server is. Contact your server which is whoever provides your internet service and or you email. On a Mac just open Mac Mail and create and account. Put in your email address and password. Your Mac will take care of the rest and create and account for you. If you already have tried to create and account delete it and start over. Click the + sing bottom left to create an account.
Yes. The administrator can turn the parental controlled account into an administrator account. Then the administrator can go into the account and install something into the account. Then the administrator can go back into the administrators account and turn the account back into a parental controlled account.

If you have a MobileMe subscription, simply activate Back To My Mac on both computers, then sync your MobileMe email account with both computers. However, if you are selling your old Mac, ensure that you delete everything off it and de-authorize it from your MobileMe account.
The "Guest" account, when created by an administrator, does not have a password. If the administrator created a "User Account" called 'Guest' then the administrator may have given it a password. If you are an administrator of the Mac and you are having trouble with the guest account, delete it and restart. Then create a new 'Guest' account by selecting "Guest" in the control panel. The Guest account creates a temporary work area for a guest on the Mac, and deletes all the files created by the user when the Mac is shut down, or the user logs off.
You can enable itunes to share its account with others. Open the itunes in the mac, and it should find your library. Drag all of the songs into your library, and it may tell you that you do not have permission. Enter your password, and you have your library in your mac now.
