I used The Google and learned there was a PRO-32 and a PRO-34 but no PRO-33. Either way, if you go to The Google and search for Radio Shack Scanner Manuals you can find the one for your radio.

To program a Pro-2023 20-channel home scanner, first, turn on the scanner and press the "MANUAL" button to enter manual mode. Use the numeric keypad to enter the desired frequency, then press the "ENTER" button to save it to your selected channel. Repeat this process for additional channels, and use the "SCANNING" button to start scanning through the programmed frequencies. For more advanced features, refer to the user manual for specific instructions on features like priority channels or bank settings.
easy to program
See the related link below for an easier to read manuel for Radio Shack PRO scanners.
The PRO-163 will work with many trunking systems, but it is not a digital scanner. Check www.RadioReference.com to confirm the type of system being used in Akron, then check the scanner manual to see if it will work with that system. If you need the scanner operating manual, you can download/print it here: http://www.scancat.com/OnLineHelp/OEM_Radio_Owners_Manuals/PRO-163-164-OWNERS%20MANUAL_2000164_PM_EN.pdf
If you have a scanner, the Snap-On website offers tutorials on how to use the Ethos, Solus, Modis, Verus, and Pro-Link scanners.
A scanner is both hardware and software, the device itself is hardware (all devices are hardware) but the driver(a program) that runs it is software.
