In any of the four programs below:
1) Choose File>Open
2) Open the Image you want to have Inverted or Reversed
3) Depending on the program you use, use one of these -
A) in MS Paint (Start>Programs>Accessories>Paint)
Choose Image>Flip/Rotate
B) in many versions of Adobe Photoshop
Choose mage>Rotate Canvas>Flip Canvas Horizontal
C) in many versions of Adobe Photoshop Elements
Choose Image>Rotate>Flip Horizontal
D) in many versions of the free program GIMP (at GIMP.org)
Choose Tools>Transform>Flip
Someone with photoshop skills can edit your scanned image very easily in photoshop.
Scanned *can* be an adjective... if you are talking about a "scanned document" for instance. But if you say "She scanned the room for her friend," you are using it as a verb.
You can't. At that point, it becomes an image, not a document.
Do you mean how to resize image? First open image from File > Open in Photoshop then go to Image > Image Size. If you want to edit image you can do that regardless of source of that image. Image can be scanned, captured by digital camera, created in Photoshop or any other software available on market. If Photoshop supports that file format (JPEG, TIFF, PSD, PNG and so on) then you can edit it.
There is no single answer for all scanners. However, JPG is the most common format.

To create a reverse image of a picture or subject, you can use image editing software like Photoshop or GIMP. You don't need a machine, you need a computer program which will analyse the colour in any image - scanned or other file. However, not all scanners are accurate enough to properly interpret the colour of an original image. What is scanned in as one colour my appear in the resulting file as a rather different shade altogether. To know for certain what colour an image is you would need to compare the origianl to a pantone colour palette.
To save your scanned document as a JPG, first open the scanned file using an image editing software or a file viewer that supports image formats. Then, select "Save As" or "Export" from the menu, choose JPG or JPEG as the file format, and specify the desired quality settings. Finally, choose a location on your computer to save the file and click "Save."
